Rhonda worked more than 24 years contracting with the Federal Government Intelligence Community as an executive manager, technical security lead, personnel security manager, and human resource manager. Wanting to have more control over the quality of service provided to the Intelligence Community, Rhonda started Independent Software with a vision to create a company that delivered exceptional service and results while building client relationships founded on mutual respect and trust.

Rhonda is an active contributor and supporter of several charitable organizations including Wounded Warrior Project©, Alzheimer’s Foundation of America, and The Susan G. Komen Breast Cancer Foundation. Rhonda has other philanthropic interests with a number of Florida and Maryland charities.
Mrs. Jansen enjoys spending time with her husband, daughters, and grandchildren. Rhonda has a passion for elite fitness and personal training and regularly participates in Warrior Dash and Tough Mudder events.
As Executive Vice President of Business Development, Mr. Jansen possesses more than 35 years of software development, information assurance, system engineering, and business development experience with over 26 of those years having been dedicated to supporting the Intelligence Community and the Department of Defense. His technical experience spans the breadth of network security devices (cross domain solutions, firewalls, VPNs, one way transfer agents, Intrusion Detection Systems, and Intrusion Prevention Systems). Additionally, Mr. Jansen brings more than 12 years of direct supervisory experience developing the skills of information assurance and software engineers.

He directs customer programs, both prime and subcontracts, handling all aspects from capture to close out. He leads business development captures and proposal efforts for Independent Software and he has a winning track record within both the Intelligence Community and commercial sectors. Eric’s virtual proposal management process consistently delivers winning proposals on time, within budget, and without the stress of extreme hours.
Mr. Jansen enjoys serving his community through his church and his faith and he is an active supporter of Wounded Warrior Project©, American Heart Association, United Service Organizations (USO), and several local law enforcement agencies. Eric enjoys spending time with his wife, daughters, and grandchildren and he has a passion for boating, skiing, friendly card games, and the outdoors.

(DCi) is a wholly-owned subsidiary, Mr. Repep possesses over 35 years of professional experience in all phases of software development, including over 20 years of combined software project management and team management experience. His expertise spans numerous technical fields, including artificial intelligence / machine learning, reverse engineering, non-linear search and data mining technologies, software design in multiple languages, malware analysis, and database design and optimization.
Mr. Repep holds a Master of Science Degree in Computer Science from the University of Texas, a Master’s Certificate in Software Project Management from George Washington University, and a Bachelor of Science Degree in Computer Science from Southern Illinois University at Carbondale. He also holds a Microsoft Certified Solutions Developer (MCSD) certification and is a Certified Scrum Master (CSM).
As Chief Financial Officer, Mr. Holzman brings over 35 years of financial management experience and expertise to Independent Software, of which Diverse Concepts, Inc. (DCi) is a wholly-owned subsidiary, and has focused over 25 of those years supporting Federal Government Intelligence Community environments.
Mr. Holzman directs all financial aspects of the business including accounting practices, budgeting/financial planning and analysis, project performance monitoring, and interfacing with both the financial and banking communities. Prior to joining Independent Software, Mr. Holzman held several challenging positions including Senior Vice President of Finance for a large Federal Government contractor, Assistant Chief Internal Auditor for the State of Maryland Department of Juvenile Justice, and the regional Controller of a large savings and loan bank.
Mr. Holzman has experience in high-tech, banking, and service industries, with both publicly and privately held entities. His accomplishments include in-depth involvement in the mergers and acquisitions of small government contracting entities in the Baltimore Washington area.
Mr. Holzman holds a Masters Degree in Business Administration from Loyola University and a Bachelor of Science Degree in Accounting from the University of Maryland. Allen is also an actively licensed Certified Public Accountant and Notary Public.
As Director of Commercial Solutions for Diverse Concepts, Inc. (DCi), Mr. Shenton brings over 20 years of IT solutions consulting experience. He has worked primarily commercial clients but also has over five years of Federal Government and three years of State & Local government consulting experience. These IT solutions included hardware, software, professional services, and training. DCi is a tenured minority owned managed services provider (MSP) with over eighteen years of service to the central East Coast region. Mr. Shenton not only oversees the IT support team but has business development and account management responsibilities.
Mr. Shenton holds a Bachelor’s in Science degree in International Business with a minor in German from Towson University. He also holds numerous sales and technical certifications from DELL, CISCO, HPE Aruba, Microsoft, IBM AS/400 and VMware. These certifications include a CISCO Certified Sales Expert, HP Pre-Sales Imaging Specialist as well as many DELL certifications in client, server, and storage solutions.

Don has been practicing law for over 30 years with the simple goal of providing value to his clients. He has always believed that there was a better way to provide quality legal services which avoided the esoteric and expensive answers received from many large law firms which offer little assistance beyond a thick memo and a big bill. Underlying Don’s approach to clients is his foundation of providing clients practical, valuable legal and business solutions.
Over the past 30 years, Don has become known as one of the preeminent government contracting attorneys in Baltimore. His clients include startups to Fortune 500 firms, where he helps them solve a multitude of lifecycle business issues including corporate matters, partner and shareholder disputes, mergers and acquisitions, employment issues, and contract drafting. Don’s diverse experiences and knowledge have allowed him to successfully navigate the handling of government contract issues involving federal, state and local governments. This success includes litigating contractual disputes, resolution of equitable adjustment claims, and challenges to procurements through protest procedures before the GAO, the Court of Federal Claims, federal and state agencies, various Boards of Contract Appeals and in the state and federal court system.
Don’s passion surrounds small businesses. He is known within his community and workplace as an advocate for small businesses, having worked with hundreds of small and emerging businesses over the course of his career. In addition to utilizing his legal and business acumen to help his clients, Don has a special place in assisting small businesses through the SBA’s E200 program and was honored to receive the SBA’s Attorney Advocate of the Year Award in 2017.
An accomplished and published writer and speaker, Don conducts a number of seminars on a variety of legal topics including teaming agreements, subcontract drafting, and employment law topics to name a few. A 1988 cum laude graduate of Towson University (B.S.), Don received his law degree in 1991 from the University of Baltimore (J.D., magna cum laude), where he also served as associate editor of the Law Review.
